Inclusive Governance and Accountability for Investment, Jobs and Resilience in African Agri-Food Systems

The Kampala CAADP Declaration redefines Africa’s agri-food systems agenda by promoting an integrated transformation approach that connects food security, nutrition, employment, trade, climate resilience, sustainability, governance and financing. In line with the AFSF 2026 theme, it emphasizes inclusive and accountable governance to translate commitments into actionable strategies.

The side event will explore practical governance, accountability and financing approaches to support AU Member States in implementing the Declaration through effective national and subnational systems that enhance nutrition, create jobs and build resilient food systems.

Key takeaways from the session will include:

• Lessons from the implementation of the Malabo Declaration, including governance, financing and mutual accountability lessons, to inform stronger delivery of  the CAADP Kampala agenda
• Approaches for integrating Kampala commitments into National Agrifood Systems Investment Plans (NASIPs), public expenditure processes, budget cycles and investment pipelines;
• Strategies for strengthening coordination, institutional capacity, data systems and mutual accountability mechanisms, including Joint Sector Reviews (JSRs), the  Biennial Review (BR), dashboards, citizen evidence and public expenditure tracking
• Multi-stakeholder participation and partnerships to enable governments, parliamentarians, farmers’ organizations, women, youth, civil society, research institutions and private-sector actors contribute to inclusive, transparent and accountable agri-food systems governance.
